In July 2000 the Inland Revenue published for the first time a complete model package for personal pension schemes, including

  1. a new draft Integrated Model Rules for Appropriate Personal Pension Schemes;
  2. a draft deed poll;
  3. a draft trust deed (for providers setting up trust-based schemes)
  4. another draft trust deed for schemes converting (or partly converting) from Chapter I to Chapter IV approval;
  5. a new draft of IR 76 (2000), the Personal Pension Guidance Notes; and
  6. The Draft Personal Pension Schemes (Concurrent Membership) Order 2000, covering the rules on partial concurrency and the certificate of eligibility.

Comments on this consultation package were required by 28 July 2000.

The Revenue's new draft extends the current IMRs to encompass stakeholder pensions and contracting-out (both APPS and COMPS bases) as well as tax approval, with effect from 1 October 2000. At the end is a schedule, for schemes applying for approval to indicate which parts have been adopted. The aim is to streamline the approval process, although it is not proposed to make it compulsory to use this model.

In the new draft of IR76, Parts 11 (SIPPs) and 12 (Transfers) are still missing, awaiting laying of the relevant Regs (the latter have already been issued for consultation).
